Human Resources Manager / Specialist
Position Overview: The HR Manager/Specialist owns TECBOMO’s end-to-end human capital lifecycle. This includes talent acquisition for technical and government contracting roles, employee onboarding, benefits administration, HR compliance (DOL, FAR, state regulations), performance management, and organizational development. This role balances strategic workforce planning with hands-on HR operations to foster an inclusive, high-performing workplace aligned with TECBOMO’s mission.

Core Responsibilities:
1. Talent Acquisition & Recruiting

Manage full-lifecycle recruiting for niche technical roles (Cloud Architects, Cybersecurity Engineers, AI Specialists) and administrative positions.

Source candidate pipelines through job boards, government networking events, socio-economic outreach programs, and university partnerships.

Conduct initial behavioral/culture-fit interviews and coordinate technical assessments with engineering leads.

Draft, present, and negotiate competitive offer letters and compensation packages.
2. Onboarding, Security, & Compliance

Design and facilitate a structured, engaging 30-60-90 day onboarding program for new hires and subcontractors.

Enforce compliance with state and federal labor laws, Equal Employment Opportunity (EEO) guidelines, Americans with Disabilities Act (ADA), and Fair Labor Standards Act (FLSA).

Coordinate personnel background checks, drug screenings, and security clearance verification processes required for federal/state government contract site access.

Maintain accurate personnel files, Form I-9 validations, and audit-ready HR documentation in accordance with government contractor requirements.
3. Compensation, Benefits, & Payroll Oversight

Administer company benefit programs (health, dental, 401(k), paid time off) and serve as the main point of contact for benefits brokers and employees.

Partner with accounting/office administration to ensure seamless bi-weekly payroll processing, tracking hourly allocations against specific government contract codes.

Conduct benchmark compensation studies to ensure TECBOMO offers competitive salaries in the IT and government contracting sectors.
4. Employee Relations, Performance, & Culture

Implement performance evaluation frameworks, continuous feedback loops, and career growth pathways to maximize employee retention.

Serve as a trusted advisor to leadership and employees, resolving workplace conflicts or performance issues with empathy, discretion, and legal compliance.

Drive company culture initiatives, professional development programs, and certification reimbursement programs for technical staff.
Key Requirements:

Experience: 3–6 years of progressive HR experience, with a strong preference for candidates with prior exposure to the IT industry, MSP environments, or federal/state government contracting.

Certifications: SHRM-CP, SHRM-SCP, PHR, or SPHR certification highly desirable.

Knowledge Base: Deep understanding of Federal Acquisition Regulation (FAR) labor standards, Service Contract Act (SCA) requirements (if applicable), and multi-state compliance.

HR Tech: Hands-on experience with modern HR Information Systems (HRIS), Applicant Tracking Systems (ATS), and payroll software (e.g., Gusto, ADP, BambooHR, Rippling).
